Hexi New Town is expected to be the new center and symbol of the modern city of Nanjing. He (He means river in English) in the title of Hexi is the well-known mother river of Nanjing, Qinhuai river. Hexi New Town, located in the southwest of Nanjing, North to the Sancha River, south to the Qinhuai New River, west to the Yangtze River, east to the Qinhuai River and the Nan river, has a total area of about 94 square kilometers, of which 56 square kilometers is land area, and the Jiangxin islet , the Qian islet and the surface of the Yangtze river is 38 square kilometers. The current population is 350,000, and in the future there will be 600,000 people living there. As a symbol of  modern Nanjing city, rely on the rich historical accumulation of the ancient, based on the pursuit of internationalization , with an international view and more advanced concepts,  Hexi New Town was planed to be a modern Town of first-class quality.   

A full year and a half from the very beginning of the construction launched in 2002, through the international bid, the overall layout of the Town, the layout of neatening the northern part, the regulatory plan of the mid part, the urban design of the central area and the riverside landscape planning were all completed. In addition, the water supply and drainage system, the urban afforestation, power supply system, and other professional planning were all finished as well.

Hexi New Town, directed by Nanjing’s overall urban development goal, which is full of economic vitality, rich in cultural characteristics and with excellent living environment, is planned to be anther center of commerce and culture＆sport of Nanjing, as well as the luxurious residential areas. The Hexi New Town is divided into the northern part, the central part, the southern part and Jiangxin islet, according to the functions, geographical characteristics and the order of implementation. The northern part of 20 square kilometers, north to the Weiqi Road, has basically been built. With the major functions of residence as well as the science and technology park, this area’s main task is to consummate the facilities and improve the environment.

The central region of 21 square kilometers, south to the Weiqi Road, north to the Ring Road, which is pivotal the key construction area during the “The 10th Five-Year” period and Hexi New Town is gradually to be the core area of modern service industry, a residential area of high standards, a riverside leisure spot and an urban industrial Park. The Jiangxin islet, located in the west of the New Town, looked over the Jiajiang scenery of the Yangtze River and the riverside scenery, is positioned as an agricultural leisure sightseeing area, with the main theme of green open space, major functions of leisure agriculture and characteristic tourism. This area, which highlights farming and river, is currently in programming.

According to its overall layout, Hexi New Town is composed of a central business center, three regional centers and eight community centers.

Infrastructure of Hexi New Town is expected to become a new traffic junction in Nanjing, with its road network standards leading that of the nation and with five railway lines passing through it. The per capita road area will reach 19.5 sq m.

Hexi New Town has set a new standard in the allocation of educational resources. Students need to walk no more than 1,000m to go to middle school, and 500m to primary school. First-class schools such as Jin-ling Middle School have set up branches in the town and are already taking in students. Construction of more schools is also in the pipeline. Besides, the Hexi branches of the Jiangsu People’s Hospital and Jiangsu Second Provincial Traditional Chinese Medicine Hospital are already operational and Mingji Hospital, covering an area of 40 hectares, has finished the initial phase of construction and a healthcare center of 46,000 sq m will be built by the end of the year. Concerted efforts are being made to build a green and environmentally friendly Hexi New Town. Green coverage rate has so far reached 48 percent with per capita green area of 22 sq m. In addition, all main roads are lined with 20m-wide green belts on both sides, while secondary roads and riverbanks have green belts 10 m wide. Also, there are plans to have a park, square or a street greenbelt every 500 m.

The central region is the highlight of the Hexi New Town, which is planned to be three axes, two cores and one belt, and it will be the new center of Nanjing. Three axes include the CBD business office axis, the culture＆sports axis, and the commercial leisure axis. Two cores include the Central Park and the Executive Square. One belt is the Riverside Scenic Belt. The CBD business office axis located between the Mengdu Street and Jiangshan Street, stretches four kilometers from north to south, with the Central Green axis running through. This area focuses on the main functions of business, financial, information and other modern service industry, and it will be gradually formed to be a region of gathering multinational companies and group headquarters. It will be the biggest highlight of New Town.

The culture＆sports axis, from the Executive Square as a starting point, along the Olympic Sports Center and the green landscape belt, to the Riverside Park, gathered the cultural creativity＆sports industry as a whole, is becoming a charming shining pearl of New Town.

The leisure axis, on the north of the Hexi Street, which is complementary to the function of the Central Business District, the Olympic Sports Center, the Convention Center and the Riverside Park, the interaction of them .people′s needs, such as shopping, leisure, tourism, entertainment, food beverage, beauty hairdressing, fitness, etc. will be fully satisfied. People can enjoy a variety of high-level consumption experience.

The Central Park is on the interaction of the business office axis and the commercial leisure axis, covering 82,000 square meters, is the central node of the Hexi New Town crisscross urban planning. The overground part of the park is exquisite and well conceived. Citizens can enter the park directly passing through a public square off the subway. Besides a large area of virescence and waterscape, there are some functional buildings, such as the art and cultural center, the tourist information center, the flagship stores of famous brand and some cafes, etc.
